Tylenol Killer, Murderer, Rapist: rarely convicted

After reading the last paragraph - why the hell are guys like this allowed to live in the population at large? They should never be allowed out of the prison system. In such cases, I am not against the idea of putting them on an island and letting them fend for themselves. A lot cheaper and safer for us.
It would not hold that many, but here is a good candidate:
