Rule of Law in Afghanistan still all screwed up
Commonly, in Afghanistan, women (well, a lot of them are just teenage girls) are sent to prision for running away from arranged marriages where an older man paid to become their husband. Such crimes and many others which really fall under Muslim rather than secular law are tried though the use of Article 130, which allows courts to "rule in a way that attains justice in the best manner."
I think I have found out why the system is still so screwed up:
"Italy was the lead nation on justice in Afghanistan within the NATO alliance, and rule of law remains a focal point."
